March 2012 Mystery Tool B

The tool stands about hip-high on a wood pole. The crank turns a shaft that seems to have four rough edges. A round hole runs perpendicular to the wool pole along the bottom with a screw to clamp a shaft of some sort. The entire metal mechanism moves up and down on that spring but doesn't lock in place. There are no markings.
