Do you recognize this tool? The outside measurement is 34 inches with a 1-1/4-inch hub. The arms measure 11-1/4 inches from the hub to 2-3/4-inch sprockets or gears. It looks like its most recent use was as rebar in concrete.

Do you recognize this tool? It is marked "82.23" on the wooden handle end and "96.47R" on the part that holds the wooden handle on the piece. The point on the part that slides in and out appears to be broken off. The owner thinks it may be some kind of leather stitching machine.
