A double-tree question

I am sending a photo of an unusual factory-made, steel double-tree. I found this under some old horse-drawn machinery in a friend's field. The owner thought it could have come from Kansas or Missouri. I have not found anyone in this area who can identify the item. It appears to have been painted red at the factory. Please help me to determine why it was made and what it hooked to on a piece of horse-drawn machinery.
