Do you recognize this Mystery Farm Tool?

Found on an abandoned railroad right-of-way. Measures 17-3/4 inches from end of handle to farthest distance on the chisel end. Piece has a 3-1/4-inch gap across the large hook, a 2-inch gap across the small hook. Large hook swivels on handle, but has a stop on the hook so it only opens so far. Casting on handle: “FOR.” The letter “X” is cast between the openings in the handle and the number “2” on the large hook next to the swivel.
