Toy, Tool or Sample: Recognize this Barn Elevator?

I bought this barn elevator at an antique store several years ago. The people at the store thought it might be a salesman’s sample, possibly from England. There are no markings on it. It measures 4 feet by 5 feet by 16 inches, and it works. Can anyone identify it as a tool, toy or sample?
